Today I received a copy of an email sent on July 1, 2025 from the Mohave County GOP Chair Jodi Saegesser, proving that Mohave County GOP is regularly and automatically vacating the positions of precinct committeemen who miss 3 consecutive “quarterly precinct meetings” in their District. These are the equivalent to Legislative District Meetings for Maricopa County GOP. The email cites their bylaws “Any PC who is absent for three (3) consecutive meetings shall have ceased to discharge the duties of the office Precinct Committeeman and their position shall be deemed vacant from and after said occurrence.” and also rightly A.R.S. 38-291 Vacancy Defined #7 which states “The person holding the office ceasing to discharge the duties of office for the period of three consecutive months.” A.R.S 16-821 clarifies that this definition of Vacancy does indeed apply to Precinct Committeemen in B saying “The criteria used to establish when a vacancy exists in the office of precinct committeeman shall be as established in section 38-291.”

This sets a clear precedent and any refusal to vacate a Precinct Committeemen position after 3 months of missed meetings would be unlawful and against Statute. Why then do Legislative Districts and the Maricopa County GOP refuse to vacate Precinct Committeemen positions in violation of the law and this clearly set precedent by Mohave County GOP?

Dear xxxxx, I hope this message finds you well.
I’m writing to address an important matter regarding your attendance at the scheduled, quarterly precinct meetings.

As part of our standing rules, precinct committeemen who miss two consecutive meetings will receive a warning letter. The Secretary has informed me that you have missed multiple consecutive meetings. Regular attendance is required as per the bylaws.

We understand that unforeseen circumstances arise, but it is essential to communicate with your District Director, xxxx.

If you feel you no longer wish to serve as a precinct committeeman, please return the attached resignation letter to your District II office or to Director xxxxx.

We sincerely hope to see you at the next quarterly meeting on July 12th in Topock. If you find this notice in error, please reach out to District Director xxx.

B. Meeting attendance by members

1. All elected and appointed PC’s should attend all meetings; however, missing two (2) consecutive quarterly meetings shall cause the person to be subject to the actions as defined in Section B-3.

2. The MCRCC Secretary shall notify members when they have missed two (2) consecutive

quarterly meetings that another meeting missed will result in the actions defined below in Section B-3.

3. Any PC who is absent for three (3) consecutive meetings shall have ceased to discharge the duties of the office Precinct Committeeman and their position shall be deemed vacant from and after said occurrence.

This is in accordance with AZ Statute 38-291.7.

4. Any deviation to section B may be considered to be “in attendance” with prior consent of the members, District Director and approval of the MCRCC Chairman.

5. Any member volunteering and serving on a Committee should attend all meetings; however, all members shall attend a majority of Committee meetings, either in person or by electronic means (phone or computer).”
